Gas cap venting

I notice the parts listing show what looks like an upside down J-shaped vent tube installed in the center of the gas cap.

It is  J45-24315-00-00.  The cap itself is priced at over $50!

The cap on mine seems to have a  broken off stump about 1/4" diameter where the vent tube might be.

If I'm interpreting this correctly, something should probably be put there to keep water out of the tank.

Suggestions?
