starter won't

turn ign.on and get the lights but when i try to start nothing happens. lights will go out. volt meter on battery when i try to start shows no loss of voltage. gave a visual to the seat switch and brake switch. have not checked them out yet. put switch back to off then on and lights ok. lights (oil,bat) will go off when i try to start it,come back on when off then on again. did get a slight turn of motor but very,very slight. not sure if it's the starter or solenoid.got a feeling the switch might be bad. any ideas?

YamaHubby said to make sure the battery is fully charged and the battery posts are clean. Ours has a hesitation when I start it but it always rolls over after a second.
