My 6800 was surging at idle but ran fine at full speed.  Recently it started surging at high speed and therefore has a lack of power.  Is this a carb problem and are they easy to work on?

More than likely a carb problem.
Take your hood off to get at the front of the tractor a little easier. They are pretty straight forward, no different than any other tractor engine/carb set up. There's plenty of YouTube videos to check out.
Also, it's a good time to replace your (probably) original gas lines going from the tank to the carb. These start breaking down after 25 years of use...
