My first suggestion would be to pull off the carb and disassemble and clean,and blow out with compressed air,make sure all jets,air passages,etc are nice and clean, as carbs stored with old fuel year after year can result in a partially plugged carb that will only flow enough fuel for idle.Upon reassembly make sure float height is set correctly and fresh fuel is used before retrying. The old fuel can be siphoned out using a hose.
Another thing you may want to check is for an Airbox restriction...mouse nest in the air box is quite common.
