yt6800 lifter/pushrod problem

My tractor started running terrible. I took the heads off to clean and re-gring the valves and I noticed that when I hand turned the engine the intake pushrod on the right side and the exhaust pushrod on the left side just barely move, maybe 1mm if that. I got a pair of needle nose plyers on the lifter but it wouldn't pull out and I didn't want to force it. Anyone have this problem before.

Try some Sea Foam in the oil.
